Burglary: Stealing things, getting into places you aren't allowed. 2

Deceive: Lying. 2
Empathy: Reading people and getting into their heads. 2
Investigate: Finding things out. 1

Physique: Being tough and implacable. 1
Rapport: Talking people into doing what you want or liking you. 2
Shoot: Long-range combat. 3
Stealth: Avoiding detection. 4


Easy Method: Assign +4 to one Skill, +3 to two Skills, +2 to three Skills, and +1 to four Skills.
Advanced Method: Assign values as you want, but:

No skill can be higher than +4.
Your skills must not add up to a number greater than 20.
You can never have more skills at one rank than you have at the rank below it. Two +2 Skills and two +1 Skills is fine, but three +2 Skills and two +1 Skills is forbidden.



Step 8: Stress Tracks
You have two Stress Tracks - Physical and Mental. However, in this campaign in particular, these are quite difficult to get.

Check your Physique score. If it's +0, you don't get any Physical Stress boxes. If it's +1 or +2, you get one Physical Stress box. If it's +3 or higher, you get two. For Mental Stress, do the same, but with Will instead of Physique.

Step 9: Refresh
Refresh is the number of Fate Points you get for each adventure. Whenever the party reaches a Milestone, if your Fate Point reserve is lower than this value, it increases to your Refresh.

For now, your Refresh is 3.

Step 10: A Stunt
Stunts are special things you can do to bend or break the rules of the game, or get bonuses in certain specific situations. Look here for advice on building Stunts, and look here for a list of example Stunts. If you want to make your own, run it past me first.

For now, you can have two Stunts - one personal Stunt and one Teigu Stunt. The latter is only available while you have your Teigu on hand.
Stunt Teigu 1: "YOU ONLY THOUGHT YOU KILLED ME" Krauser can use Stealth to defend against any melee attack, as it strikes his disguise, either prosthetics or a false-skin like structure created by teigu for the pruposes of his latest disguise
Deceptive strike If you avoid an attack by Invoking your Teigu Aspect, you get +2 to your next Attack against the attacker"
Step 11: Fluff
Krauser was probably one of the most loyal servants of the Emperor. Working his way up the ranks from Private to Colonel, he was a stealth, infiltration, and deception specialist who was reknowned for infiltrating and sabotaging the armies of those not yet under Imperial rule, or those that would rebel against the Emperor. He had a long term rivalry with Torghun, a far more by the book soldier who advanced equally as quickly alongside Krauser, his mind filled with honorable though complex tactical plans. Eventually, he married Torghun's sister, Kisa, and had a daughter named Torako, who he doted on though he was rarely around, often undertaking missions in the name of the Empire.
After being promoted to captain, he was issued the Mask of the Laughing god Teigu, after they had determined he would be compatible with it. His infiltration skills improved by an order of magnitude, as it allowed him to emulate or create facial and physical characteristics as needed on the fly, as long as they were basically humanoid. He could be anyone... or in some operations, he was... everyone, seeing things through as various guises from start to finish. All were Krauser, and none were. Once active, the Mask of the Laughing god could create a sort of decoy disguise body for Krauser, allowing him to appear to be struck down while actually being close by, lining up for a killing blow on his target as they demolished his lifelike disguise double.
After one mission, undertaking another deep-cover infiltration of another group of Rebels, he witnessed the suppression that happened afterwards. It wasn't a round-up and jailing, it was an out and out slaughter, from the youngest, to the oldest. Blood leaked out of the building as the army troopers moved in, clearing room after room in a brutal slaughter that was well outside any of Krauser's far more surgical work. No chance for redemption, re-education, or simply a prison sentence. And they laughed and joked as they did their sanguinary work.
Krauser believed in a just empire, a place that he served with pride, if not honor. And in this moment the mask had been ripped away to see the raw flesh-wound underneath. And he could no longer look away. There could be no returning from this course. He found a corpse, and left just enough traces of his own personal effects on it to imply he'd been killed in action and went off to join !notraid. His wife deserved better, and so did his daughter, but he was a weapon with a conscience, and he would never again be so ill-used.
Krauser's goal is not simply the destruction of the Empire, but a renewal. A re-establishment of the Empire in an idealistic manner, so that it is the government that SHOULD be, instead of that which is. Freedom doesn't interest him, only real justice. For everyone. Freedom is the choice of the child, and Krauser is a grown man. Fair treatment is to be striven for, and that has been pushed aside in favor of the weight of authority, privilege, and the raw exercise of power. This must be corrected. The Empire will burn, and he will light the match himself if need be. He only hopes he can end it in time to save those he still cares for.
