The thing in the Grail is Heroic Spirit Angra Manyu, Servant Avenger, greatest of all evils.
Angra Manyu wasn't a devil. He was a sacrifice.
One man, forced to bear all of humanity's evil so that everyone else could be good.
Angra Manyu isn't truly a man. It's an idea.
Thus, even with his mind and personality gone, the Holy Grail could grant his wish.
In other words, Angra Manyu is the reason that the Holy Grail is evil.
He is the corruption at its core.
Zouken's true plan is to take control of Sakura's body the moment Avenger is born into this world as Sakura's Servant.

The last two finales were both at Ryuudou Temple because it's sitting right on top of the Great Holy Grail.
