Background: Sister to the famous magus Aoko Aozaki, Touko runs a detective agency that focuses on the supernatural, using Shiki to get rid of dangerous inhuman creatures. She specializes in the construction of artificial bodies, and was the one who created Shirou's current body.
It's not immediately clear what these two are doing in town, but it seems to be work related, and Ryougi doesn't seem too interested in it.
